Very different: 1) They look different; go online and find pictures. 2) Warts rarely appear on the lips. 3) Fordyce spots (visible sebaceous glands) are usually far more numerous than warts would be. 4) FS's tend to be fairly evenly spaced, but warts generally are clustered. 5) Warts usually are assymetric, e.g. one side than the other, FS's likely to be equal both sides of the midline. See dermatology.: Fordyce spots are normal, so there is no medical reason to get rid of them. If you feel they look bad, or just "really hate them", then it would be a cosmetic problem, that insurance would be unlikely to pay for.
