See doctor: There are many causes for generalized itching but i would suggest that you first avoid using any strong or scented soap and apply a skin moisturizer immediately after bathing. Anxiety can induce or worsen itching as well. For the scalp itching: Wet hair->apply sesame oil->shampoo gently after 15 minutes may be helpful. See Allergist: Given you unbearable itching symptoms and rash refractory to topical steroids I would suggest making an appointment to see an allergist for further workup/evaluation.
