I'm 32. 2 months ago I feel fluttering/vibrations in various extremities of my heel, knee, arm, elbow. My skin vibrates until I move. It is very odd.?

You must go to the nearest Emergency facility as soon as possible. Have someone take you there. You will be examined and xrays of your leg will be taken. Once that is done the doctors will know what needs care.
