Flea bites: For the discomfort of the bites, I would apply an over-the-counter hydrocortisone cream twice a day. If the bites become increasingly painful or form pus, she should see a doctor to rule out a secondary bacterial infection of the bites. Maybe Scabies?: Possible that you've been bitten again by more fleas--or you may have contracted scabies. Scabies are mites that burrow under the skin, and cause profound itching. (especially at night) Untreated, they will continue to spread.

Here's some other things to help: 1) keep skin cool, heat makes itching worse 2) use lotion, dry is tichy, 3) avoid friction, rubbing skin causes itchy skin to be more itchy. Scar tissue?: The area of the bite may have formed some scar tissue or a piece of the tick may still be in the skin and the body is trying to digest it. Allergic?: May be allergic conjunctivitis which is related to hayfever and may respond better to topical or oral antihistamines, or topical cromoglycate or in extreme cases require topical steroid drops and may explain why didn't quite improve with the fucithalmic antibiotic. I don't see you mention about problems breathing, diffused rashes or hives, and abdominal pain other GI symptoms so you don't have anaphylaxis. The bite site can last for a few days.
