Depends.: High TAT occurs with activated clotting system. Causes vary--bleeding, blood clots, vascular disease, inflammation. High homocysteine can be associated with risk of clotting or vascular disease but also deficiency of B-12 or folic acid. If the rash is vasculitis it might explain much of what was found.
