Conjunctivitis: Your symptoms definitely seem compatible with a viral syndrome also involving the eye (conjunctivitis). Try not to spread the virus to your other eye or others. Clean the secretions with a clean washcloth with warm water, and you may use artificial tears ; ocular decongestant like naphcon a™ for comfort. Also tylenol (acetaminophen) or advil and plenty of fluids and rest. Takes about 7 to 10 days to clear.

Neck vs Head: This could be occipital neuralgia where the pain originates from the occipital nerves in the back of the head and travel over the top to right above the eye. The other option would be that this could be coming from your neck due to the high cervical facets at c2/3 and c3/4. The nerves exiting this area can wrap around back of head and attach to the same place as occipital nerves.

Get tested and seen: With men and these symptoms I ALWAYS recommend an exam and testing for STD's (some tests can be done in the urine). The tests are not expensive. With irritation near the tip (urethral meatus) I would be concerned for an STD and likely treat. If testing is negative secondarily would consider dermatitis or UTI.

A lentigine?: What you described seems suggestive of harmless hyperpigmented macule, called lentigine, which is commonly seen in the penis or elsewhere on the body, is entirely benign, and needs no Rx. If you are or have in the past been sexually active (with the simplest definition being your body part meets someone else's body part) you are potentially exposed to things like hpv (genital wart or cervical cancer related), chlamydia, gonorrhea, syphilis, etc. Seek evaluation.
