Sounds like eczema: I'd start with hydrocortisone to the affected areas twice a day. You can get the OTC 1% ointment at any pharmacy or market. The key is to apply once after a 10-15 minute shower, and a separate time later in the day. A moisturizer can also help. Vanicream, Eucerin, Cetaphil...these are all good options for a moisturizer.
