You can use petroleum jelly frequently, or aquafor. Hydrocortisone1% available over the counter may be used. But avoid licking your lips and over the counter vitamin containing all of vitamin bs may be used as there may be vitamin deficiency as well contributing to it

it can be due to lip licking, B12 deficiency, smoking, overexposure to sun or post inflammatory hyperpigmentation.
Take some B12 supplements and avoid lip licking. Apply a good lip balm and sunscreens with spf 30 1/2 half an hour before going out in sun.
