What type of streches/exercises can I do to at home to stretch my 10 months old baby's Achilles tendon; ankles are very tight and never puts foot flat?

Tight heel cords: Not clear when you say you can't feel the stretching whether you can't feel ANYTHING in your ankles/feet or just can't feel that. If you haven't done these things already, consider seeing a physiatrist &/or a physical therapist for evaluation and recommendations. Also surgical tendon release is done in some cases. Normal: Its normal to feel that tightness. After all that's why you had the procedure done in the first place, to tighten up or repair the lateral ankle ligaments. However, a condition called tethered cord, where the spinal cord is attached to the base of the spine and stretches the spinal cord can result in later toe walking and decreased reflexes in older child.
