Possibly: Estrogen can cause cells to grow, but Progesterone is also needed to help those cells mature. In my opinion, this is where traditional medicine has fallen short. Prefer not: Using estrogen for "breast growth" alone is a very bad idea, as any medication including estrogen has both positive and negative impacts on your overall health. Estrogen in excessive amounts can cause abnormal uterine bleeding/ cancer as well as breast cancer.
