Highly doubtful: Interesting idea but I've never seen any evidence or rationale for why this should be so. Complex social and behavioral issues, such as gender preference and gender identity, are never as simple as a high level of this-or-that hormone!
What can a male age 21 do to reduce/ get rid of facial/ body hair without laser hair removal and that is relatively inexpensive should I take estrogen? Or is there another solution
Gynecomastia: Gynecomastia, aka abnormal growth of breast tissue is the likely result of using estrogen via any route on a male. Other changes may include loss of facial hair, weight gain, water retention, etc. Unless you are being treated by a doctor for an impending sex change surgery, this would be a bad choice of medication for most men.

Not gender issues: High estrogen in men doesn't cause gender issues, but can increase risk of cardiovascular disease including stroke, heart attack, and peripheral vascular disease. Also it can cause gynecomastia, erectile dysfunction, and infertility. Gender identity does not rely on hormone levels alone.
Little: Probably little to none because the amount absorbed is likely low. But if we assume he uses alot of it, effects could be feminizing such as breast growth. I've not seen this studied specifically.
