Not typical: Cervical ectropion is usually just an anatomic variant and not an abnormality. It is possible that this could cause bleeding but is not a common cause. I would confirm the diagnosis. Can having palomar laser skin resurfacing under the eyes - in the dark circle region - cause an ectropion? I was told it could, but not sure about it.
Possible but unlikel: Ectropion is an out turning of the lid margin causing the lid to lift away from the eyeball. Tightening the lower lid in a vertical fashion can cause it to turn outwards but it is very unlikely that the laser could cause this degree of tightening and lid rotation.
