Couple of reasons: 1)depending on the hormone levels, it may take a while for the levels to drop to 0. 2)there may be retained tissue. 3)this could be a separate pregnancy. 4)there are some medical conditions (molar pregnancy) that can cause persistently elevated hormone levels. 5)the surgeon may not have completed the abortion (still an ongoing pregnancy).
