No sadly not normal: If there is no evidence of pregnancy and the pregnancy hormone levels are persistent in the 16k area for as long as stated, there is little to no likelihood for a normal pregnancy. An ectopic pregnancy (in the tubes or elsewhere other than the uterus) is still possible but not likely, either.
