Probably neither one: Epididymitis can cause pain in a single testicle, but usually quite severe and very tender. Herpes doesn't cause testicular pain at all. But you don't provide enough detail about your "sore and swollen" penis. Red bumps, blisters, sores? Painful urination? Chlamydia? Gonorrhea? Other STD? Other infection?
