Atopic Dermatitis: Is most likely what is happening. Formula is not usually a cause. I recommend you see her pediatrician. In the meantime, moisturizing lotions without perfume, warm not hot baths with cetaphil as cleanser. Put lotion on her before you dry her completely after bath. Her pediatrician may have you use a steroid cream but hold off on that until she is evaluated.

Rash: It's really difficult to accurately diagnose are rash without seeing it. How long have you had the bumps? Did they start all at once, or did you start with one and have progressively got more? I recommend a visit to your doctor as they may be able to give you a prescription that will help resolve the problem. Good Luck.

Soak and Seal skin: Change body wash to a dove, olay or cetaphil/cerave liquid body wash or no soap at all at bath time. Immediately apply moisturizer (aquaphor healing ointment) with you can adjust frequency depending on the complexion (average 2-3 times daily or more). Lighter lotions evaporate from the skin quickly. Greasy stay in longer-not as pleasant feeling. 1%hydrocortisone cream can be applied after.

Can't accept that: I have seen & treated scarlet fever over decades and followed the patients for years afterward. I have never seen any skin discoloration as a long term consequence of this problem. The rash, when it arises is temporary.
