No: Spironolactone blocks androgen effect by blocking Androgen receptors but it does not lower Androgen level. It is commonly used to relief symptoms of Androgen excess like hirsutism ( excessive body & facial hair). It is not perfect and does have some anti-masculine side effects (gynecomastia).
