Hygiene: We all slough a cell layer of surface skin cells every day. On the scalp it is dandruff, on the head of penis it is smegma. Uncircumcised boys, not used to retracting their foreskins and wiping away smegma/dead skin cells may think that the penis is pealing. It is normal skin desquamation (shedding).

Are you kidding?: Resolved? He must go to the doctor and get a diagnosis of what kind of infection he has. Then a treatment will be prescribed or recommended. He MUST be seen today.

See remark: You may have infection from what you describe? You are uncircumcised. Please sit a tub of warm soapy water for 5 minutes 2 times a day, After drying apply some antibiotic ointment to area. Do this for couple of days. If no response, check with a doctor, or visit local health clinic in your town. Good luck

Try a lotion: The foreskin and other parts of the genitals may be exposed to too much dampness, soap, or other irritants. The dry skin may improve by putting on a hand lotion twice a day for several days. If it does not get better, have a doctor look at it. You might need a blood test.

Any number of things: Psoriasis, balanitis, fungal infection, or simply irritation. I would try some Hydrocortisone cream on it and see what happens. Topical ketoconazole would be my Next Choice (anti-fungal). If it doesn't clear, see your doctor. At your age, penile cancer is moot!

Irritation or Yeast: An irritant dermatitis or localized yeast or fungal infection can cause rashes in this area. See a physician for evaluation and prescriptions to treat this.

See doctor: If you use a latex condom, the rash may be from latex allergy which may not show up until many hours after using. Another issue may well be an infection such as a candida infection especially if uncircumcised. See your doctor.

Rash on genitals: Sounds like a minor infection (like yeast, not an STD). get LOTRIMIN (clotrimazole) cream at the grocery store (generic version is fine) and use it twice a day for a couple of days. See your doctor right away if this doesn't work.

At 5 years: At about 5 years of age. If is not retractable at puberty, need to check with pediatrician for possible phimosis and the need for circumcision.

It possible: By the age of 17, 99% cases of phimosis should resolve and the the foreskin should be retractable. In some cases it might be a result of balanitis (inflammation of the penile gland). I would recommend to check with your doctor on the annual physical exam.
