Neck or shoulder: You can get similar symptoms from an impingement on either your neck or shoulder itself. Best thing to do is see a physiatrist and get examined as there are special tests that can be done to determine which it is. If the exam doesn't lead to answers and MRI would be the next step. See below: You mention two very different diagnosis (and injections). Cervical epidurals (for disc herniated discs) and cervical facet blocks (for spondylosis) are both very effective. Get checked: You would certainly want to be checked immediately.
