No: Interstitial cystitis is an inflammatory condition wherein the bladder is deficient in a 'slime layer' that protects the lining from irritating substances in the urine. Almost like a 'diaper rash' on the inside. It can be managed and treated with dietary changes, oral medications and sometimes infusions of medicine into the bladder.

The STDs are caused by some that evolved to cause disease, to survive best in the genital tract, and to require human intimacy for transmission. In other words, they evolved with humans as we ourselves evolved from earlier ancestors.

Definition of Sex: When people are asked what abstinence means, their answers range from no penetration or oral sex up to "anal is ok, just not vaginal sex". Given that the definition is in doubt, it's not unexpected that stds can still occur in abstaining people via oral sex, mutual masturbation or even anal penetration.
