The first sign of puberty in females is a breast bud, which occurs at a mean of 11years. Delayed puberty is defined as no breast development by 13 years, no periods 2.3 years after breast bud development (range 1-3 years)or no periods by 15 years of age

Not stunted: You & your sister are similar, but unless you are identical twins, your genes are not exactly the same. This may account for such a small difference in height. Also, the earlier you go through menarche, which is partially genetically determined, the earlier you are likely to stop growing. The estrogens of early puberty cause nipple enlargement as a first evident feature (pelvis widening is earlier but silent) . Within 2-3 years thereafter the first menstrual flow should occur.
