Most likely not: I could stretch and say yes (high sugar contributes to infection and your yeast could give vaginal burning; circulation could be affected with peripheral arterial disease so don't smoke!; blood sugar irregularity could mess with your hypothalamic set point and make you feel cold), but i'm not going to. See below: Increased blood flow to theses "extremity areas" is likely the cause. As long as there is no pain, this is natural (to an extent) so to keep these areas from loosing blood flow (cold can do this) and thus decreasing oxygen to the tissues, where, if without, tissues metabolism slows and if it stops, tissues can die. You need exam: Given your age, you really need to see a physician about that asap to rule out circulation issues. Cold feet is also a sign of low thyroid function. 6/f/3p26.3 duplication (GDD, small stature). Unusually cold, sore, red, swollen hands in cold weather. Not improved upon warming near heater 30mins.
Not enough cases: I found only 2 other cases reported of a duplication of 3p26.3. One is from New Zeland. She sounds like she could use heated mittens in the cold--available at ski shops. Impossible to say whether it is related to the duplication.
