Forget the Dakin's

you have paronychia ,Dakin's for 1 wont help it or anything else. Neosporin wont help either podiatrist or wound clinic can handle this quickly

It is OK to use old solutions, like for glasses cleaning?

Probably

If you are using a solution on externally worn eyeglasses, and it seems effective, it should have no effect on your health and hopefully it is not a corrosive solution which will damage your glasses. There is generally no expiration date on cleaners used in the house unless they are for medical purposes.

Gas permeable Skipton is specifically designed to use worth rigid lenses. If you use that more viscous solution on soft lenses you may find that you will rip them as you try to rinse the solution off. As well you may get permanent deposits on your soft lenses.
