Doubt herpes or STD: It's impossible to guess about the cause of this, but I agree this doesn't sound like herpes or any other STD. The large majority of genital skin problems aren't STDs. Phimosis: Your husband probably needs to be circumcised. Those "cuts" will eventually be replaced by scar tissue and he won't be able to retract the foreskin.
