It could possibly be eczema, an allergic reaction to a soap, detergent, perfume, or jewelry, or even a fungal infection. Could consider: Keratosis pliaris, which commonly occurs on the upper arms and is basically your skin producing extra keratin around a hair follicle entrapping the follicle, and creating a small, hard,often red bump.
