Stop shaving, 4 now: Razor-bumps result from shaving/cutting the hair too short, thus causing the hair to get stuck under the skin causing the bumps. Basically these are trapped hair follicles. Use of some exfoliating skin lotion/cream may help the trapped hair to come through to surface and thus resolve the bumps. So, stop shaving too closely will reduce this. If you shave pubis may be from ingrown hairs. Like pseudofolliculitis berberi if red or inflammed may be folliculitis that needs antibitoics. Would avoid shaving for 1-2 weeks, wash 2 x a day, try mupirocin topical. May be skin tags, cysts or warts. F/u w/ derm

The infected follicles can be tender and swollen. Friction of your clothes may be contributing to this. If you shave your pubic area that can also be a cause. Think about using warm moist compresses on the area. Possibly, wear some clothes that are not tight and binding in that area. Razor bumps are common. They are not dangerous but are a nuisance. I have heard many recommendations; here are mine culled from my 32 years as a doctor:
Avoid close shaves- use electric foil razor or new twin-blade with foam.
Avoid frequent shaves- wait as long as you can.
Only move the razor ONCE over each skin area.

Needs to be seen.: There are multiple things it could be, from eczema (an allergic condition) to scabies (bugs in the skin), to folliculitis (infected hair roots) to many other things that can cause bumps.
