Most likely if you have arthritis in the lumbar spine then you can also have osteoarthritis of the cervical spine (neck). This would affect your arms. Yes: neck pain from degenerative disc disease or 'arthritis ' can lead to nerve 'impingement ' and 'referred' pain to the shoulder, and less frequently, the chest.
