May be a few things: This could be from inflamed airways in the chest, either due to a viral infection (called bronchiolitis) or early-onset asthma. If she has eczema or if there are allergies or asthma in the family, i'd consider this. It is possible, but less likely, that this is backwash of stomach acid ("reflux").
