Could be either one: What you describe could come from contact with a substance, like lip product, that you came in contact with. You may be allergic to one of the components. It is also possible that you had an allergic reaction to something you ate. Try to look back over the time just before you got the rash and figure out what it might have been. Steroid creams: Check what you were using such as laundry detergent, soaps and moisturizers. Any of them may be the cause. Cheer free is a good detergent for many patients in a similar situation. Yes: and in the case of dry skin, one may see small raised bumps especially at the extremities. These will often be prevented by using a moisturizer with 3 minutes after bathing.
