Second, if it were due to heart failure, it would likely be on both sides, and then would reflect problems on the right heart. Normal variant: As long as you have normal blood pressure and no prior cardiac history, this is most likely a normal variant. If you are having palpitations, make sure you get that checked, that should be unrelated to prominent neck veins. ...Read more

Jugular vein: Yes it is a classical sign but tricky to assess. So your Dr needs to have you at about 45 degrees and observe it carefully as you breath and then check it as he lowers the angle of your lying. ...Read more

Could be normal: when the head is below your heart the jugular can get distended and the upper body can feel "congested". If you are ok when the had is at chest level and sitting up, and if you are able to walk quickly, slow jog without significant shortness of breath or chest discomfort the heart failure is unlikely. Very likely: It is not exactly clear to me what you mean that you are congested all the time. If the problem is that you are short of breath are weak fatigued dizzy lightheaded or are filling up with fluid in your legs or in other places, you need to see your doctor as soon as possible.
