I have a small clear blister inside my upper lip and one just appeared on the outside of my upper lip as well. What could this be?

Depends: A blister on lip could be just a manifestation of herpes that most people are afflicted with (type 1, not 2 which is genital herpes), unless a burn or other trauma is implicated it is likely a a herpetic lesion with a clear liquid (serum) which will resolve in 1-2 weeks. Always?: Has this always been the case? If so, then I am thinking you are just really sensitive to the salt, or maybe even something else (brewer's yeast, etc) in those foods.
