Follow up/more info: You should see your physician if you have sputum with blood. If it is more than a scant amount, the Emergency room can evaluate. Saline: Babies sleep on their backs and if the nose is full of phlegm then it is going to drip backwards causing the baby to cough. It is very helpful to use Normal Saline to irrigate the nose of the mucus. It the wet cough lasts more than 10 days or she develops new fevers or seems to have any difficulty breathing she should be reevaluated by her physician.

Sounds like GERD: You are on Omeprazole for heartburn. It is clear that this is inadequate for your symptoms. The symptoms you describe above are all associated with gerd. Please return to your doctor and obtain a different medication for the treatment of gerd since Omeprazole is not currently working well enough for you. Best wishes.

You having these symptoms for 4 years, since 12 years old? Are you sure? Do you have a parents? Have you been seen by doctor within 4 years?

If you are certain: That you aspirated the pasta you should be followed closely for a foreign body aspiration pneumonitis. The lungs don't like much of anything except air. See your doctor if things don't subside in 48 hours or if you worsen at any time.

Depends: If you have post nasal drip and that is causing you to bring up phlegm then you need to try otc remedies (mucomyst etc, nose spray and allergy meds to name a few) to help with sinus congestion and if they don't work need to see your physician and may need prescription medicines. If you have acute bronchitis and don't think post nasal drip is a problem then definitely see ur physician.
