Follow up/more info: You should see your physician if you have sputum with blood. If it is more than a scant amount, the Emergency room can evaluate.
I would suggest a TB test and a close exam of your nose. Sometimes nasal bleeding can result in blood tinged phlegm.

Depends: If you have post nasal drip and that is causing you to bring up phlegm then you need to try otc remedies (mucomyst etc, nose spray and allergy meds to name a few) to help with sinus congestion and if they don't work need to see your physician and may need prescription medicines.
