Go see another doc: Stop hating yourself, feeling guilty & being depressed. Excessive ejaculation has nothing to do w/your height. Otherwise, all men would be "short". If you haven't had a bone age xray performed yet, make sure to get one to prove to yourself whether you'll grow anymore or not. If growth plates open, then you'll grow.
