You : You may be suffering from a type of skin condition called vitiligo. Other autoimmune dosorders can cause this and need to be ruled out as well i.e. Lupus). I recommend you visit your primary care provider or directly visit a dermatologist for an evaluation. In the meantime use a lip protector with sun screen in it.
