That would be due to dryness; however, your description is suspicious for contact dermatitis from something that has touched your lips recently. It's possible: It is possible that you could have developed a shrimp allergy later in life, although this is not common. The lip swelling/numbness and face flushing/rash seems to be a give-away, especially immediately after eating it. Of course, you could be responding to any other ingredient in the dish, as well. Yeast?: Yeast is a common offender around the mouth, and if you have used a lot of steroids, and have excessively moist skin around the mouth (such as with lip licking), then yeast will thrive.
