Maybe fungus?: "white spots" can certainly be a yeast infection in the skin but can be many other problems. Dermasone is a steroid and can make any kind of infection worse. If that occurs see your doctor.
Could be many: Things from benign to very serious. Please see a specialist such as colorectal surgeon or gastroenterologist and better to be seen when actually bleeding or with a sample to be able to confirm that what you are seeing is actually blood.
Likely benign: Given your age and the minimal amount of blood this is most likely related to hemorrhoids/ perianal skin fragility. If you have a significant family history of colon cancer/ inflammatory bowel disease make sure you mention it to your PCP at the next well visit. An exam of the perianal area/rectal during the same visit will probably answer your question.
