Fungus: Blisters can form from severe fungal infection. Since you sweat a lot in your feet, first clean your feet, then stop wearing flip flops. Spray down your shoes and shoes with lysol or bleach your clothes to kill off all fungal spores. Then use spray deodorant on your feet to help prevent excessive sweating, then apply antifungal over the counter cream to your feet 3x daily. Good luck.
It depends: In order to give you a better answer you need to describe the bumps or better send a photo. How big are they? Do they itch? What color? The bumps can range from a response to pressure from socks or the shoe (pressure) to a number of skin problems.

See dermatologist: This can be an allergic reaction to the ink and or small granulomas forming in the skin around the ink. They may be able to inject a steroid to calm it down

Could try desitin (zinc oxide diaper cream) or OTC antifungal like tinactin Could also be bacterial infection so try the bacitracin on top of tinactin For eczema use steroids. Itchy bumps have appeared on the top of my foot and they burn and itch. What are they, how can I treat them?
Contact allergy: To shoe material with chromate being a likely allergen. Do you have the same problem with non-leather shoes (takes at least a week to tell)? Consult a dermatologist or allergist. In the meanwhile try wearing non-leather shoes or a thick sock with leather shoes. Apply topical hydrocortisone cream. If problem persists, see derm or allergist.

I'm not sure what: Exactly you mean by a whole in the foot...are we speaking of a bonafide ulcer? If so you should see a foot doctor or dermatologist....if its just one of the blisters erupting it sounds more along the lines of a bullous Tinea pedis or athletes foot and a topical antifungal would be a good starting point.
