Hive & rash: you have urticaria or allergic dermatitis, it is best if you see your doctor for proper diagnosis and treatment, at the mean time try an antihistamine such as Zyrtec or Benadryl, (diphenhydramine) hydrocortisone cream, but you need to find out what you are allergic to. Fungus: Fungal infection beneath stomach roll is called intertrigo; that of the groin is tinea cruris. Fungus loves warm, dark, moist areas of body; so keeping those areas dry (change damp clothes/underwear; apply talc or antifungal spray) will help. Use antifungal spray or cream (lamasil/tinactin/cruex/desenex/etc) for at least a week after rash resolves & then as needed for prevention. ...Read more

Examination: Without seeing this it is impossible to know. If you were on antibiotics or other medications it may be a systemic allergic reaction.
