Can be: It could also just be dry skin. The fact it is excessive kind of implies to me that you are unable to control the condition to your liking. Therefore, i wold recommend a visit to the dermatologist who likely will be able to help solve your problem or keep it at bay and minimize it. Hand dermatitis usually requires the use of a higher potency steroid than one you can get over the counter in addition to aggressive use of emollients. Scalp psoriasis?: Severe seborrheic dermatitis (seborrhea) or psoriasis on scalp can cause the appearance you described here. If he has rashes elsewhere such as back of elbows etc...Likely psoriasis.
