14 days ago swollen itchy area on outside of lower legs, one week later it causes swollen round areas on tops of knees and now where leg meets by butt?
DVT or Phlebitis:
This can be a very dangerous situation. If the redness and swelling includes your calves then you need to seek immediate emergency medical care.
If the rash and sores are just in the front of the lower legs this could be phlebitis.

Sounds like Eczema: Could be eczema which can get worse over time. Avoid long hot showers and harsh and drying cleansers. Apply fragrance-free moisturizer like Vanicream. Use at least twice a day. Dry skin?: Depending on where you live and time of year, winter itch or dry skin can be a problem. Applying moisturizer several times a day may be helpful.
