No: The low fhr at the time of birth will not cause any neurological deficit later on in life. Our brain is very resilient esp - in uterine. Anoxic/asphyxia insult at the time of delivery can cause lingering effects. Please explore other reasons for her developmental delay. ...Read more

Not necessarily: Many years ago when ct scans first came out they spent considerable time studying otherwise normal infants to get a sense of what would normally appear on scans. At the time they reported up to 3% of normal infants had evidence of microscopic bleeds when delivered vaginally. Babies have much better recovery than adults to such events.
