Still maybe herpes: This still sounds like herpes despite the negative test results. Up to 30% of people with HSV1 have negative blood tests for it, so that result doesn't mean much. Canker sores: is the most common oral lesions. Most tongue ulcers, infections will clear up by themselves within a week or two. You should see your GP or dentist if the ulcer gets worse or lasts for longer than 2 weeks. Oral cancer appears as a growth or sore in the mouth that does not go away. White is Good: When a canker sore or "aphthous ulcer" is in the process of healing it turns a whitish color. You are on the mend. Leave it alone, don't pop it! maybe some salt water or baking soda gargles...If you want to feel better but actually, nothing is shown to significantly speed up healing once it gets to this stage. Unlikely.: Unless the area is firm, very tender, and/or oozing pus, and/or you are running a fever, infection is unlikely. But i would still advise seeing your doctor, because your hands are important and you can't afford to lose the use of one. ...Read more

Raised similar appearing lesions may arise from contact dermatitis, an insect bite or a skin infection. Your description of redness in the skin surround the 'blister' with tenderness are signs of infection. What you are seeing could be an abscess, spreading to further involve the soft tissue around it.
