Possible: Depends on level of narrowing - would have to involve multiple levels to cause this. Its a reaction: That reaction can be found in some antifungal creams such as nystatin. In my experience the burning lasts only a short time and does no harm to the skin. It depends: The pelvic area is from navel to upper thighs. Are you saying lower abdomen or lower back/sacral area; deep or on the skin? Contact dermatitis may be one cause due to detergent or fabric softener in your panties or some other chemicals in that area.
