No: There is a feed back system at work. It is the co2 (carbon dioxide) levels in the blood that drive the breathing center in the brain. When you hyperventilate, you may decrease the co2 in the lungs which reduce some of the level in the blood which will then cause that breathing center to decrease the rate of breathing (hyperventilation).
