NO!: Aspirin made to be taken orally with copious water, not applied topically. Put directly on tissue will actually burn the area, retard healing, cause sloughing, and may leave a scar. ASPIRIN IS NOT TO BE USED TOPICALLY. Canker sore will heal on its own in 7-10 days. You can dab on, w Q-tip, Orabase-B (an OTC). No, not necessarily: It can very well be any viral infection other than mono, would give the same picture, the low RBCs count isn't related, it can be due to anemia from any cause, in your case could just be heavy menses.
