NO: Vaseline is a skin product that theoretically should not be used in the eyes. But a number of patients have used it and stated it relieved there dry eyes. Couple things: It's very unusual to be allergic to petrolatum jelly, though it is occlusive and cause itching. Many people are allergic to lip balms of all kinds. But that causes allergic contact dermatitis; e.g. swelling, redness, then peeling over days...usually not "hives", meaning urticaria, that comes and goes over hours. Maybe: What you are describing sounds like an infected lid margin gland (meibomium). Using an occlusive oil or gel can clog the opening of the gland resulting in it backing up and becoming infected. Stop using these thngs on the eyelid. Only use soap and water, or a water based makeup remover. If you have an infection, warm compresses may help it reolve. Stop: I have no idea why you want to put Retin A (tretinoin) on your penis head since there is no wrinkle there. If anything, try topical hydrocortisone for a few days to calm the inflammation down (I presume however that Betnovate is a brand of cortisone containing betamethasone.
