If the lesions are : Only on the eye lids - i would be doubtful that they were bedbugs. Bites are usually in areas that are exposed while sleeping-arms, shoulders, neck & legs. Many possibilities: Bed bug bites are very itchy so this is unlikely. Red bumps can occur wih insect bite such as mosquitoes, bed bugs, spiders etc. Bug bites usually bother people. Red bumps without itch or pain can be from viruses, irritants on the skin, reactions to fodd/medicine ingested or common diseases. In many cases the cause is never found and they just go away. Over the past two weeks my partner and i are covered in hives. We have checked for bed bugs and see no sign. However have spotted ants is it related?
Is it plausible that bed bugs could spread sexually transmitted disease's since it feasts on human blood?
Plausible not likely: No recorded cases that i know of. Not for bed bugs or kissing bugs. Mosquitoes can transfer malaria from one human to another but i know of no cases of hiv/aids transmitted by this vector.
