Usually scabies presents with a very itchy rash which spreads and most common site is space between the fingers and toes though can occur anywhere . Less likely to be scabies but possibility of itchy bites is there , hard to say without examination. Please see doctor.

Scabies unlikely.: but it is a reason to have things evaluated. Mostly, reaction to a chemical exposure with/without sunlight sensitization effects. Can progress to a second degree burn or infection if the skin breaks open. But, if it is an allergic reaction to a medication, that needs to be fixed. Exposed?: Usually, you will know if you've been exposed to someone with scabies, they will have a persistent itchy rash. Could also be flea bites or bedbugs. See your doctor and get checked. See Allergist: Given you unbearable itching symptoms and rash refractory to topical steroids I would suggest making an appointment to see an allergist for further workup/evaluation. Probably not: Given that the radiologist is saying that the biopsy result is concordant with the radiographic appearance, i would not think that a second opinion is "needed", although a second opinion should never be discouraged.
