Shaving folliculitis: Sounds like you developed folliculitis after shaving, which is an inflammation or infection of the hair follicles. You may need an antibiotic to clear it up, but short of that try an antibiotic ointment on the area 2-3 times a day after washing with an antibacterial soap. Always use a new razor when shaving. Not HIV: The rash of a new HIV infection is not pimple-like, and occurs along with fever, sore throat, lymph node enlargement, etc. Three weeks is too long for onset of new herpes and HIV doesn't cause cold symptoms like stuffy nose or cough.
