Possible: But in my experience, having sneezing spells (especially if you have eye symptoms) points more to allergic than non-allergic. Combination problems: Congestion after lying down is due to dilation of nasal tissues related to gravity. That said, if your septum was straight you probably wouldn't feel congested. Also, most people have at least mild allergies so when you say "no known" do you mean negative tests? See below: You really need to continue your evaluation. Sinus can cause your symptoms. Hopefully you have not had any trauma to the brain. Also you should have lab studies done. "stop" would be a good word for what you do with a runny nose, if it were possible to stop it safely, but "manage" is what most people do -- with saline nose drops, more saline nose drops, and lots of tissue paper and patience.
